You need a 7.0.X+ Custom ROM with OMS Commits or 8.0 AOSP based rom (Better if Rooted) and SUBSTRATUM THEME ENGINE to use this theme.
Stock 7.X and 8.0 or 8.1(also custom roms) is not supported at this moment
